The KwaZulu-Natal Department of Education in
partnership with the Neterlands Government held a successful
five-day training course in Education Management Development (EMD)
with EMD Co-ordinators at Kapenta Bay in Port Shepstone recently.
The Minister of Education and Culture, Professor LBG Ndabandaba
officially launched the training course.
The training course is the first in a series of four aimed at
developing the management capacity of EMD staff within the Department of Education
in KwaZulu-Natal. The Minister
expressed his appreciation to the Netherland Government for their
co-operation in training, developing and empowering senior
management teams (SMT) in schools together with regional co-ordinators,
which will have a positive impact on teaching and learning and will
see an improvement in the learners results.
The four courses include:
- Assessment of Training Needs;
- Design, Terms of Reference;
- Planning, Monitoring and Evaluation;
- Change / Crisis Management; and Preparation of EMD Manual.

The objective of the training module, "Assessment of
Training Needs" for EMD co-ordinators, is to enable them to
assess the management capacity of SMTs and to design remedial action
to address identified weaknesses. The output of this training module
is to ensure that EMD co-ordinators are able to assess the
effectiveness, the efficiency of the SMT management capacity, to
assess adequate training needs of the individuals concerned and to
design a training course to address the indicated needs.
During the evening sessions and elective programme was conducted
for the EMD co-ordinators to address various HRD issues from the
information supplied on the application forms. In addition
representatives of the various groups discussed and formulated an
EMD manuals to sustain what they have learnt during the course. The
EMD co-ordinators are expected to train their Superintendent of
Education Management colleagues within the districts. The Department
sent the following seven officials recently to the Netherlands for
further training: Mr AS Thela, Mr A Fakude, Mr Dladla, Mr Mthethwa,
Mrs Z Ntshangase, Mrs F Mggone and Dr S Buthelezi.
