Mr Mthandeni Dlungwane was born in kwaNxamala, Nqabeni Area about 35 kilometres from the city centre of Pietermaritzburg. He is the MEC for Education in KwaZulu-Natal appointed in the Cabinet led by Premier Mr Willies Mchunu in June 2016.
He is also the current Chairperson of the African National Congress in the Moses Mabhida Region which incorporates the town of Pietermaritzburg and the larger part of the midlands. He became the Chairperson in 2015, taking over from Mr Super Zuma after being elected Provincial Secretary of the ANC in KwaZulu-Natal.
He holds a Master’s Degree in Social Sciences which he obtained from the University of KwaZulu-Natal's Pietermaritzburg Campus in 2004. From 2011, Mr Dlungwane has been a Member of the Provincial Legislature representing the African National Congress. As one of the most erudite leaders in the Provincial Legislature, he chaired the Sports and Recreation Portfolio Committee with distinction.
Mr Dlungwana matriculated in 1995 from uMthoqotho High School located in Nqabeni area. In his higher education he studied at the then University of Natal. Whilst at the university, he is widely known for his participation in the student politics. He led in various youth structures since 1998 which saw him ultimately becoming the Chairperson of the ANC Youth League in KwaZulu-Natal in 2010.
