Dr Reginald Cassius Lubisi was appointed Superintendent-General for the KwaZulu-Natal Department of Education in April 2005. Prior to his current appointment Dr. Lubisi held the position of Deputy Director-General: General Education and Training in the then national Department of Education (DoE).

In 1993 he became the Co-ordinator for Academic Development at the Department of Mathematics at the University of Durban-Westville. He spent the next 10 years as a lecturer and senior lecturer at the School of Education at then University of Natal (Pietermaritzburg campus), now University of KwaZulu-Natal. Dr. Lubisi became the project manager and chairperson of the Ministerial Project Committee to develop the National Curriculum Statement Grades 10 to 12. He held this position from March 2002 to March 2003. He was appointed as the Special Advisor to the former Minister of Education, Prof Kader Asmal. He has been involved in several projects, including the ministerial review of Curriculum 2005, Telematic Learning Systems, the South African Democracy Education Trust and the Nelson Mandela Foundation. He has served as member of various national and international research and evaluation teams. He was a panel member of the Education sub-focus area of the National Research Foundation from 2001, and as member of the National Project Oversight Committee he has been evaluating the CEPD-EPU Education Policy Consortium for Research on Social Justice, Democracy and Equity in Education. At the University of Natal he served as member of the Boards of the School of Education, Faculty of Humanities and Faculty of Education. He has also been the Chairman of Umalusi, the Council for Quality Assurance in General and Further Education and Training, since June 2002 to May 2004.
Dr. Lubisi also served as Chairperson of the Ministerial Committee on Literacy, which led to the establishment of the Kha Ri Gude National Adult Literacy Campaign. He is currently Chairperson of the Ministerial Project Committee developing Curriculum and Assessment Policy for the National Curriculum Statement Grades R 1- 12.
